Current Chamber Leadership

We currently have three people in leadership positions within our Chamber. Along with our Chamber Ambassadors, our goal is to engage with the businesses in Laveen and South Mountain. We are here to support and promote the unique aspects of our amazing neighborhoods!

Frank Ceballos

Executive Director-Frank Ceballos
Frank is the founder and owner of REACT, Respond Effectively Against Credible Threats. His company teaches people to be mindful, not fearful, of their surroundings.

With so much going on in our world today, it is a good idea to be aware of our surroundings at all times. Frank’s company teaches Civilian Active Shooter courses along with Situational Awareness. With a background in law enforcement and retail management, where you get to interact with dozens of different people daily, he is the ideal man for the job.

In his spare time he enjoys going to the gym, hanging out with his family and dogs, and just relaxing at home. Frank is married to Luz Ibarra Ceballos, the current Director of Communications for the Chamber, and they have one beautiful daughter. He has been a resident of South Mountain since 2011 and is originally from New York. Luz’s passion for the South Side has rubbed off on him and he can not imagine living anywhere else.

Warren Stewart, Jr.

President-Warren Stewart, Jr.
Warren Stewart, Jr. is committed to community. As a native son of the Valley he has served this community consistently for many years being a voice for the residents of the City of Phoenix and those who have suffered from being ignored in District 8. He is a highly respected leader who has organized multiple social justice movements, community outreaches and is a strong advocate for all people while speaking truth to power.

An active member in current community projects with LUCHA (Living United for Change in AZ), #RedForED, Mental Health Awareness targeting trauma-informed care, One Community and in partnership with the City of Phoenix, Warren initiated the Faith & Justice Project, which joins faith-based organizations and law enforcement to reduce crime and create safer communities. He currently serves as a member of the Governor’s Council for Child Safety and Family Empowerment targeting the Foster Care system, appointed by Sheriff Paul Penzone as a member of the African-American Advisory Board for the Maricopa County’s Sheriff’s Office, and is a member of the YWCA Advocacy Council that works to empower women and eliminate racism. 

Warren is a graduate of Arizona State University with a Bachelor of Arts in Communication and earned a Master of Arts in Ministry from Phoenix Seminary. He was awarded as one of the “Top 40 diverse leaders under 40” for pastoring and social activism by the Greater Phoenix Urban League Young Professionals. He is a 2018 recipient of the Arizona Martin Luther King, Jr. “Living the Dream” award for his active work as a pastor and social justice advocate in the greater Phoenix metropolitan area.

We are very excited to have Warren join the leadership team of the South Mountain and Laveen Chamber of Commerce.

Luz Ibarra Ceballos

Luz has lived in the South Mountain area of Phoenix since 1982. She has seen this area grow and grow. And it continues to grow! Yet, this side of town has a unique aspect to it where it feels like a small town. You can run into your grade school and high school friends at the grocery store. It could be that your parents’ neighbors have lived in their home since the 1960’s. Luz’s mom has lived in the same house since 1982!

Luz is a residential real estate agent and has had the honor of helping many clients right here in our communities. Even before she started her real estate in 2006, Luz felt heavily invested in her neighborhoods and knew she could make a difference. She has a passion for promoting the good and the positive in our area. Being a part of the Chamber of Commerce seemed like a natural progression. Being able to promote businesses in Laveen and South Mountain and lending a hand to residents is what it is all about . It helps to continue to build up our neighborhoods.

Conversation starters for Luz include dogs, cats, ways to keep your 3rd grader entertained, and Girl Scouts. Luz is also a troop leader for her daughter’s Girl Scouts troop and she absolutely loves it. Being a leader of young girls is incredibly rewarding. Showing them what a leader and a great team can accomplish in a community is the icing on the cake.
